A society where Rights prevail and impunity is combated is one of the main conditions for promoting new investments, local as well as national and foreign that allow the creation of new enterprises for creating more employments and helping reduce the social differences that have caused decades of an inadequate income distribution. Public Safety is the necessary condition of increasing social wellbeing, by enabling the certainty of living and growing as honorable persons. It also requires from the private, social, cultural and government sector to fulfill their duty within the current Public Safety Program, for the State to combat the causes of crime and antisocial behavior by developing policies, programs and actions for promoting cultural and civic values in society.
